There should be many more brainstorm process while we think about blogging like taking a useful domain, what should be default registration time etc. You write this article assuming the reader going to use WordPress and already bought a domain. You should mention it earlier.
I personally not recommend using a category on permalink, especially when blogger is new. There might be time come when s/he want to rename his/her category and slag name, if s/he already take a habit of submitting articles on social bookmarking site then s/he will lose his visitor if s/he don’t know anything about 301 redirection.
Another thing I must say, it’s better to use Platinum SEO as it do 301 redirection in one click, so if permalink changed, the traffic still come.
If I neglect above issue then this article is good for any new blogger.

Nice checklist when I move to WordPress. Just a little point disagree. For me, using the unique name on social media sites is always the best. It takes time and effort to build authority and reputation, so why we have to rebuild from the zero when we launch a new site? And running multiple accounts at once is not as effective as building a strong account IMHO.
