Comments play the major role to develop relations between bloggers and readers.It’s like as a lifeline.If your blog reader comment on about your blog post or blog,respond them immediately.Comments can positive and negative both but don’t worry,you just answer the questions with polite.It can build strong relation between you and your blog readers.
Conversation
Start conversation on your blog by creating very informative and useful content.Keep your content publishing daily.I mean your blog should be fresh with new and informative content so visitors read your blog again and again.Ask the questions about your content to your blog readers.Join their discussion in the comment section.
Community
In the comment section where you respond to your blog readers,they discuss more and more as comments,it means you and they are developing a community.Let the discussion flow on your blog,participate actively in the conversation.It will develop a community around your blog.You need to act as the conversation starter, motivator and moderator to develop the strongest community and to achieve the greatest success.

You are right communicating is key to the success of blogging so is replying to comments as well as asking questions. I have visited a lot of blogs that receive comments but don’t interact with their readers.

Good points you mentioned. One has to always work hard to ensure comments and interaction between users. The more interaction there is, the beigger your blog community will be.
Also note that leaving comments should be easy and not complicated, this ensures more comments and less problems.
